Today, the world recognizes that the international exchange and cooperation on any level plays a significant role in the local level internationalization. Today, Japan has over one thousand and four hundred sister city/friendship agreements that significantly enhance the international cooperation, herein the social, political and economic development. The Council of Local Authorities for International Relations with many offices in Japan and overseas is a major promoter and supporter of international exchange programs.

Since its establishment, the Council of Local Authorities for International Relations has made its aim to encourage and support the international exchange, research and education. The CLAIR has formed seven overseas offices as to make Japan's cooperation and exchange more reality-based and efficient. The CLAIR New York was opened in 1989 as the first CLAIR office overseas.
