A society should treat equally well its members, - this is the highest standard of social justice that should be applied to all institutions, policies, rules, laws and individuals. The International Labor Organization puts the concept of social justice on the basis of development projects and programmes, aimed at defending human and labor rights.

However, terror acts in the United States, Madrid and London as well as many regional conflicts demonstrate that this cooperation fails to fulfill its missions and goals. Today, all countries of the Atlantic region work on new projects and integrate even closer in all the areas, including economy, finance, politics and social development as to provide a solid basis for the world order and peace.

Today's Atlantic Community needs not only security, democracy and peace stabilization. A pollution threat to all societies of the Atlantic region is distinct and demands efficient strategies and fast actions. One of the programs that aims at environmental health on the Atlantic Coast is ACAP (Atlantic Coastal Action Program) initiated by Environment Canada in 1991.

To decrease the existing gap between industrialized and developing countries, the countries should design a new global cooperation program, aimed at the interaction at all levels and in every field, including politics, culture, labor, education, economy and environment. Developing countries face a great amount of problems that can be solved only through coherent and efficient approaches to each stage of social and economic development.
