Those people who aime to learn English as well as other foregn languages know or have to know that the capabilities of technology have increased in recent years, and ther'is a number of projects to develop distance-learning courses including  language learning online for foreign language studying.

Distance-learning courses are available in various modes. One of the earliest  and most common modes of distance learning, not counting language learning online, is the video conferencing course. In this instructional mode, a traditional language classroom (at both the "send" and "receive" sites) is outfitted with technology for interactive two-way videoconferencing (ITV). In this way, students at both the "send" and the "receive" sites can interact with each other and with the instructor. In that way the instructor is able to teach two classes simultaneously.

To support  the aforesaid by evedence, here`s an example. The University of Wisconsin System has developed a large ITV foreign language program through its Collaborative Language Project .  This program uses ITV to provide instruction to various campuses in the UW system in languages such as Arabic, Chinese, Japanese, Portuguese, and Russian.

Other universities that provide language instruction through ITV include Lewis and Clark University, which shares instruction of Nez Perce and French with the University of Idaho-Moscow, and Indiana University, which sends instruction in Uzbek and Kazak to several institutions in the Big Ten.

Another mode for offering distance-learning courses is the language learning online.

Here, learners study the language online, meet other learners and the instructors in live chat rooms, have discussions on bulletin boards, or communicate with students and instructors via e-mail. Michigan State University has developed an online distance course in intermediate English that relies heavily on the online environment for English learning.
Universities are also beginning to use the hybrid approach to manage over-enrolled language courses such as Spanish and French (e.g., Michigan State University, Pennsylvania State University). During these courses, students attend class 2-3 days per week and practice language learning online.

Of course, there  are a lot of  common programs available that offer the possibility to learn foregn languages in the fastest way - language learning online, for instance. For those who want to learn English online it would not be out of place to recomend the course of English by Rosetta Stone.

The course is interesting and features language online learning. Here's its  short  description. Personal Edition Level 1 CD-ROM  with up to 250 hours of instruction.

Then, Personal Edition Level 2 CD-ROM with up to 300 hours of instruction. Level 2 is build on Level I, providing an additional 118 lessons of accelerated study for intermediate learners. Personal Edition Level 3 CD-ROM uses videos, pictures, and narrative lessons for instruction in four life-skill areas: transportation, shopping, housing and employment.

Personal Edition Level 1 & 2 Set CD-ROM and, eventually, Personal Edition Online Version.
