Blackwell's lists are well-known all around the world and highly anticipated at the end of the year. The outfits of dozens of famous Hollywood actresses, actors and singers become the objects of Mr. Blackwell's ridicule. Britney Spears, Jennifer Lopez, Mariah Carey, lil` Kim and many others have already come across the keen eye of this self-appointed critic.

With the remarkable exclusion of Jennifer "that dress" Lopez, a number of the most talked-about movie and music stars including Mariah Carey and lil' Kim, were ridiculed as style flops by Mr. Blackwell, who reveals his list of the worst dressed actresses and singers every year.

Britney Spears has mounted the top of the worst dressed actress's charts by the self-appointed style expert known only as Mr. Blackwell in a chart that also embraced Florida Secretary of State Katherine Harris.

Britney Spears, whose naked navel is almost as omnipresent as her hit songs from the second album "Oops! I Did It Again", flew up to first place on the worst dressed actresses of the year, up from the sixth place one year ago.

"Oops, she did it again," was the headline that had everyone chuckling. Britney's collection of bra-topped garments of Madonna rejects are pure style overkill. Relax Britney. Help is coming shortly.

The 10th but last place on the chart was kept for Florida Secretary of State Katherine Harris.

Harris, who was named Cruella de Vil by the media, turned out to be a household name in the United States during the long-drawn-out ballot count-recount for presidential election in the United States during November of 1999.

Comments by Mr. Blackwell: "Harris` paint-by-numbers make-up calls out for good judgment. A recount please!"

Christina Aguilera (sixth), teen pop sensation, could employ some style help whilst Iceland's singer-actress Bjork, who soared to the third place on the worst dressed actresses list, should be called "Alice in Blunderland," Mr. Blackwell said.

Madonna's latest recreation as a rhinestone cowgirl did not pass unnoticed. Reserving the fourth place on the worst dresses actresses list, Mr. Blackwell called Madonna "still just kitschy, kitschy, kitschy."

British actress and model Elizabeth Hurley, famous for a body-baring clothing held along with safety pins, has become a fashion fumbler winning the fifth place on the chart. "Barely-there fashion bombs of Hurley have stricken a sour note - why don't you buy a coat," Mr. Blackwell advised.

Others incurring Mr. Blackwell's fury included singer Courtney Love (eighth), Oscar-winning actress Angelina Jolie (second), and Mariah Carey (ninth), whose "X-rated baby doll calamities are ridiculously low rent." Mariah Carey also appeared in Mr. Blackwell`s list of the worst dressed actresses and actors in 1996 holding the sixth place.

Jennifer Lopez, who grabbed the limelight worldwide in February 1999 by wearing a dress that made records for plunging necklines, and Lil` Kim, who is well-known for her peculiar fashion, were missing in the list of the top ten worst dressed actresses.

Let it be said however, that if wearing "barely there" clothing with plunging necklines and push-up bras is what it takes to get on the list, then Mariah Carey and lil' Kim have the admiration of millions of fans because of it.
