The concept for Underwear day and other events was created by a company who asks everyone to get a fresh pair.  This is what it is all about according to Underwear Day critics.  According to those who want to see the practice stopped, it is nothing more than a marketing scheme by companies who sell underwear and thereby is not a true holiday.  This all stands to reason as people have spent the day disrobing since the Underwear day holiday was invented back in 2003.  Following the trend of such holidays shows that companies often time prey on the public to receive more advertising than they really deserve.  On Underwear Day and other events people make public their choice of underwear brand and parade around showing off the labels.  This in its self gives creditability to the advertising angle that some say is the real reason behind Underwear Day.  Of course the different cities where Underwear Day is celebrated handle the celebration is a variety of ways.  Some liberal cities all the festivities to go on as long as there is nothing explicit being portrayed.  Other cities prefer to tell celebrators that they must stay inside and celebrate the day or risk trouble with the law.  Of the most extreme, some cities will arrest the supporters on the spot for what they contend to be lewd conduct.  Civil rights attorneys are having a field day in cities like this where they say that their clients rights have been violated.  This has spawned a whole series of lawsuits that the cities are now spending millions to fight as the Underwear Day people long to be free of the bindings of clothing.

It is best to check out the laws in your city before participating in a celebration of Underwear Day because each governing body has different rules as they apply to this strange day in the year.
