Just spending it with your friends or your family is a good way to welcome in the New Year. Most people will welcome in the New Year by doing some heavy drinking, others will not want to get drunk, so they may spend the night at a local party with their friends or just at home with their families.
Some people only see the New Year as a time for them to get drunk for the evening, whereas other actually see the New Year as a time to remember the past year and then welcome the New Year. Some people will even welcome in the New Year with strangers that they may have met on the street. But not the local area bums, rather new people that may be on vacation in that area, you never know what could happen on New Years Eve.
